Script to daily convert all my pictures

Hi,

I want to make a daily backup of all my familly pictures on google drive.
Because storage is not unlimited, and I don't need RAW or full resolution pictures, I use the converter to resize and save as jpeg.
But I don't find an option to not convert file if it already exits on destination folder.
Is it possible?
