I have PNGs which I should convert to ICO, keep transparency, but without usage of "alpha". Is it possible?

Greenfish icon editor can do it: http://greenfishsoftware.blogspot.com/
open image->right click small pic on the left->page proeprties->color reduction
file->save as->.ico
It's several steps, but they're all quick & easy, and the results are hard to argue with. I took your sample pic and reduced it to 24bit (ie, just removed the alpha):
