smart batch resize to a specified kb-size (~100 kb)?

I'm looking for an option to smart resize several images of different sizes like 1MB, 3MB, 10MB to one specified size of let's say ~100kb (...to the size necessary for uploading them to Facebook or other sharing platforms without them being converted again when uploding.)

Smart in the way that the software spoils the imgaes as little as possible by converting them to ~100kb.

Any idea if it's possible with XNviewMP or in any other way?
