I have assigned commands to F3 and F4, both are not working in neither Browse nor View mode. F1, F2 and F5 do work.
I have no shortcut conflicts now yet it does not work.
Windows 7 x64 SP1

It's strange that they are listed neither in dialog nor in default.keys.
