I joined the forum thinking that the cropping window handles (freeform) were not working: I couldn't move the window, nor move the handles, even if the cursor changed hovering the handles or the window. Then I discovered that using the CTRL key it worked. I don't see the need of a modifing hidden key to crop. Or, at least, the cursor should not change if the action is not taking place.

Tools > Settings... > Interface -- Mouse tab -- Left button --> Make selection
I think that may configure XnView MP the way you would like...

Cropping works without a problem and without Ctrl key.
