Where is Create Panorama On Tools

I have been looking for the create panorama feature

I know it's off of the tools menu, and that the tools menu varies

I cannot find it. Can someone explain how I GET to the tools --> Create Panorama. The option doesn't show up for me

Look for "Attach Images" it's stupid I know.
