Getting a "File can't be loaded" error.

it's not a webp but a webm (movie)

No it isn't. It is an animated WEBP file, as can be seen from its header.

Yes, I can only view it in VIvaldi x64 1.12 stable but I don't get any errors in XnViewMP at all just nothing happens, XnView Classic gives error about not being supported.

Hex Editor Neo (free version) reads the header as WEBP VP8X type

yes sorry an animation, but currently only still image can be opened
