Add "always on top" options to the command/toolbar

A lot of times, we would like to put a picture side by side, e.g. to jot down something from a picture.
At that time, turning on "always on top" is really helpful. However, it is now very clumsy to access that option-- You need to dig it out by going through "options" - "interface" -"always on top". If that option can be moved to the command becoming available for the toolbar, it will be very handy.
