How to disable the pan tool in full-screen mode?

How to disable the pan tool in full-screen mode?
There's an option called "Show Pan tool" but when you uncheck it, the Pan tool still appears in full screen mode. It's really annoying.

i've just checked again, and if pan tool is disable, fullscreen doesn't show it

Sorry Pierre, you're right, disabling the pan tool DOES work. However, it doesn't take effect until AFTER the program has been closed and re-opened. Perhaps this could be improved?

Just to clarify...
If I enable or disable "Show Pan Tool" in the settings, it does NOT take immediate effect. But it always takes effect after restarting Xn.
I suppose it would be ideal if it could take immediate effect, but not important.
