[Fixed]Delayed HQ always in effect when zooming out

1. Turn Delayed HQ feature off.
2. Use browser-fullscreen.
3. Zoom out (make picture smaller) using '-' key.
4. Display of photo is in 2 stages. Low Quality to High Quality.

Original bug fixed, but a new problem created:
Now with 'delayed HQ' off- there is no high quality when zooming out (make picture smaller), using browser fullscreen.

New problem #2:
With 'delayed HQ' off- zooming in (make picture bigger), the first zoom is Low Quality, the next zoom is High Quality. Tested with 758x972jpg on 800x600 screen. Browser Fullscreen.
