I wonder if anyone else has Arcsoft Photosuite and can duplicate this error? (And forgive me, Pierre, for even bringing Irfanview up, but in this case I didn't have anything else to use for discussion).
I was testing if Photosuite, which came with my new camera, would keep or strip EXIF information. I took one of my camera images, resized it, (the image posted), and opened the new image with both Irfanview and XnView, since they read EXIF info. With Xnview, however, when clicking on either Edit>Properties or the ? mark on my toolbar, XnView hesitates for perhaps 10 seconds, and then an error message appears.
My guess is that Arcsoft has changed the EXIF? Look at the ISO, or the Contrast, Saturation, and Sharpness values. I'm no expert, but that's obviously not a legitimate ISO number.
Oh well, I post the resized image. Perhaps you can "take apart" the image and see the problem?
