AFAIK this has been asked before and for what I remember one usually needs to do a number of -manual- actions.
It would be nice if XnView/XnViewMP are doing all these steps by running backup/export tool.
Why is that it is not available?

After a fresh re-install of Windows and XnViewMP then user to double click the file and all settings are back.

all settings are saved in the same folder (settings>Integration>Paths), it's easy to backup them

Thanks. One simply has to know that, but without that knowledge ...
Suppose one has to copy the .ini, the .db, the .keys and possible .bar files over the new installation.
