The Program won't allow me to open .eif file

Hi, I'm new to this program.
I try to open the .eif file but it won't open and keep sending me this error.
but I already checked the box but it still gets the same error.

I already search for the old topic that relates to .elf file but none of those are able to fix my problem.

the file that I'm trying to open is .eif file for QQ messenger here the file: http://static.benghuai.com/Download/%E5 ... %A8%98.eif
If anyone can open the file and get the image out for me that would be really thankful.
