General outline tool (with paint.net example provided)

I have been using xnview for maybe 12 years now. (and cocorico, seems it's made by a french, I live in france!), and I keep using it!

Paint.NET is also quite a big contender, even if it's more heavyweight.

I found a plugin in paint.net to make an outline for anything.

I know you can already make an outline for text with the draw tool, but a general outline is still good.

I was wondering about having the same thing for xnview.
