Double option for supported file types?

I'm a bit confused: In options, category "General > Start" we have a checkbox "Use all formats available". And we have category "Write > File types".

In "Write > File types" you set the formats available in the drop downlist "Formats" of the Open/Save dialog. But what does "Use all formats available" do?

"Use all formats available" is for startup (faster start if disabled), I think.

"Write > File types" is for "Save As"...
