Set as wallpaper - Error creating the file

Set as wallpaper - Error creating the file <C:\WINNT\xnview wallpaper.bmp>

System folder WINNT, user can't write any file to this folder
Why xnview write wallpaper in this folder?
It is better to use "Documents and settings" if 2000 or XP, "profiles" in NT
