The choice of the filter depends on what you want to achieve. Personally I use Lanczos, only.

In the FAQs "How to prepare an image for the internet" and "How to resize images with text (screenshots)" you will find interesting infos regarding resizing.

Forum member "Lasse" has made tests which show the results of the various algorithms when Resizing a normal image and when Resizing an image with text.

To summarize: There isn't a great deal of difference between most of the filters, not unless you're increasing the size by 500% or something. Lanzcos is usually the highest quality, but it creates a great deal of blur and has to be sharpened considerably before it looks good. My favorite is mitchell. It's nearly as high quality as lanzcos, but doesn't require as much sharpening. (You can often get away without sharpening it at all.)
