Windows Scaling

Hello,
first a big thank you for your massive 1.30 release which now handles perfectly every singe video file/format. this is a major update.

also your fixes around the Windows Scaling Option fits pretty well.

There is one issue with the Settings Dialog Window:
Windows 10 64bit,
Resolution: 1920*1080 Scaling 150% Display-Hardware 3840*2160,
XnViewMP 1.30 64bit
The Setting Dialog is cutted at the bottom so thats i cant see the buttons. The Settings Window will disappear from the screen while trying to resize this Settings Dialog. It looks like this Settings Window dosent handle Windows Scaling Option right.

its not a big deal but it would be nice to navigate through the Settings Dialog without changing Windows Scaling back to 100%
