Applying Categories to both Raw+Jpeg

Ive been exploring categories and exporting them to IPTC, and fitting that into my workflow, but I seem to have some issues when it comes to applying it to raws and the companion jpeg files when culling. Right now, my process is

1. Open folder with Raw+Jpeg
2. Delete all unusable
3. Second pass to pick out the best ones
4. Move them out to import folder

It works great on every front so far, but with the addition of categorizing all the images in step 4, I have to double up my work by categorizing each image twice. Id love to be able to categorize the raw and have it populate to the matching jpeg.

My 'Companion Files' settings are set to default, where {raw} is tied to {ext}.xmp, xmp, and jpg, and jpg is tied to {ext}.xmp, xmp, exf, and {raw} but categories aren't being populated across to the jpegs when applied to the RAW.

Im thinking it might be better workflow to shoot only raw, cull them, tag/categorize, and then export the embedded thumbnails into jpegs with all the data attached (assuming thats possible).

sorry currently there is no way, do you use categories into XMP metadata?

I categorize into IPTC data, since I use Piwigo as a gallery. It can pick up IPTC tags, but not XML, unfortunately.

My hope is to tag everything in the Digital Asset Manager which acts as the source of truth, and have that populate up into my web display, so I don't need to retag all my photos a second time in the web.
