Add-on development resources?

Since posting a feature suggestion (viewtopic.php?f=60&t=44144) I've been poking around on the web trying to find something/anything about how to develop add-ons for XnView MP, and I'm coming up completely empty, except for the Plug-in SDK, which I believe is just for creating additional file formats??

Is this not something that's open to the public, or am I just not looking in the right place?
