Simply put, with a toggle mode of 'Viewer <> Fullscreen', the image zoom mode of "Fit image to window" isn't followed if you:
1. open an image
2. zoom out once
3. toggle fullscreen
4. untoggle fullscreen
5. observe that the bottom of the image is now cut off (most noticeable with tall aspect-ratio images)
6. toggle fullscreen again
7. zoom out by at least one step
8. toggle fullscreen yet again
9. observe how the image is no longer filling the view
With switching mode of 'Viewer<>Fullscreen', "Fit image to window" isn't followed if you zoom out then toggle fullscreen

Oh uh, I'm on Linux Mint 20.3 using the .DEB - this is probably something you could test using a live ISO. I'm not sure screenshots would help, but maybe I could rig up a video...
Alternatively, I've attached my xnview.ini file (the forum wouldn't let me attach it as-is without first putting it into a ZIP).
