Extra toolbar for selection

I played around with some "selection" commands, and somehow I got an extra toolbar with relating commands: proportion, coordinates, width and height, trim commands, ..

Two questions:
- how to call this toolbar? (I can not find it any more ..)
- the icons on this bar have no tooltips? Bug or feature?

Oh, I see. When I call the Crop-command without selection. (Usually I do it the other way..)
