Comparing the metadata, I don’t know why I have to be adjusted to 40% to find that they are similar (same)?

I can not read your language in the meta data (EXIF informations), but the DPI Value should be different (300x300 DPI and 140,xx DPI).
Higher DPI Values stands for higher picture size. The picture size in pixel is equal, but the print quality is very different.
So the 40% similar search percentage must be much smaller.

I think, the Estimated Quality the reason. The left picture Quality is 99% and the right picture is 100%. The left picture contains lot of JPG artifacts and which is why it is perceived as different.

I do not know the algorithm of XnviewMP for similar file search.
But there are many different ways to search for equal pictures.
Most of them convert the picture to a smaller picture max 64 x 64 pixel for comparing.
Then they check the used colors or other properties.
If you want to try other programs for comparing, you can try Alldup (Freeware),
which can handle pictures, music, etc.
It has different powerful technics to search for similar picture files.
The software support different languages: english, chinese, etc.

I use this feature a lot, and I hope the next version will improve it.

Alldub is an interesting alternative program for searching, because it use a database for searching duplicate pictures.
It will save much time, if you often check the same picture folders and you have a few new files.

Perhaps XnViewMP is incorrectly using the not selected image to present 36%?
