Until very recently the menu bar had a Filter heading, now changed to Effect.
When the heading is clicked, a window opens with the options Effect... and User filter... [and also a Film simulation... heading, see below].
Personally, I think the previous menu heading Filter would be better retained, with options when clicked of Filters..., User filters... and Effects... as conceptually filters and effects are rather different categories, even though effects can be considered a form of filter. That would I think be a clearer user interface.
Notes:
When the new Effects... heading is clicked, the window that opens is still called 'Filter', which might be better changed to 'Filters and Effects'.

Actually I can trace logic here: Effects > Filter, Misc, Map groups.
I'm not sure if it is 100% correct from linguistic point of view (which group is wider - Effect or Filter), but I would not dig that deep as long as it works.
The only issue I see here - naming consistancy that requires renaming Viewer's Filter dialog to Effect dialog.
Speaking about 'Filters and Effects' - I would avoid complex names as much as possible, especially if there is one word available (Effect).
