"Set command" button disabled

Hi, I am fresh to XnView - I was trying out different options with the commands and toolbar, but none of the commands had the Set command or Set Label enabled. I saved my own configuration, thinking that maybe it cannot act on default one, but no. Is it a paid functionality?
