Use "Pan and Zoom" tool - how does it work?

What is the purpose of 'Use "Pan and Zoom" tool' checkbox (in Settings > Interface > Mouse tab)?

it looks like renamed "Pan with Zoom" that suppose to

Could someone please explain in simple words what the new setting "Pan with zoom" does?

when you click on a picture zoomed, this setting allow to zoom at 100% the picture and you can move it (it was by default in previous version)

however, I see no difference in any zoom related behaviour

use for example Left button -> Move picture, and use Shift+ left button to pan&zoom
