text encoding issues on Windows 10

XnView Classic 2.51.5
Windows 10 with Russian UI (the OS probably used a different UI language before).

There should be cyrillic letters instead of question marks for standard folder names and any other file names. It's also unclear why long file names are shortened, as if I'm back to DOS. The same problem was also in the installer - all non-ASCII characters (in the language list) printed as question marks.

XnView Classic has only limited Unicode support, if that is the issue installing XnView MP should overcome it.
