Question about Catalog
Folders are added automatically to Catalog.
My settings:
drive C: is set to "Excluded"
5 folders on drive C:\ are set to "Included"
As soon as I interact (e.g. move a file) from Catalog to another folder on drive C:\ that folder gets added automatically to Catalog.
This behavior is not related to the newest version. It dates back to at least v1. (v0.93.1 works for me like expected)
Is it possible to prevent this behavior?

No, I do not.
I have 2 folders with several sub-folders each. 5 of those sub-folders are in Catalog.
Since they are different paths I don't even know how to use 'base path'.

This is how Excluded/Included looks like:
Excluded - C:\
Included - C:\folder1\_x1\
Included - C:\folder1\_x2\
Included - C:\folder1\_x3\
Included - C:\folder2\_y1\
Included - C:\folder2\_y2\
_x1,_x2 and _x3 are sub-folders of folder1
_y1 and _y2 are sub-folders of folder2
I assumed that all folders from C:\ are excluded except for those which are included.
At least it is how it works in my old v0.93.1.

From Catalog to any other folder on C:/ (I mean to folders which are not included).
Moving a file was just an example. If I edit an image in a folder (which is not among those included), that folder gets added automatically to Catalog.

Tested now: Even if I move an image from one folder to another (none of them are included), the destination folder gets automatically added to Catalog.

can't reproduce tooIf I edit an image in a folder (which is not among those included), that folder gets added automatically to Catalog.

could you send me your xnview.ini?

This problem is supposed to be fixed in XnView MP 1.6.2. Please check and confirm the bug fix here.
