After a lot of messing around with drivers and Windows settings, I eventually found the culprit - AMD Adrenalin Software. It had 'stolen' CTRL+SHIFT+S and a bunch of other shortcuts.
Unbelievable incompetence from AMD - they are breaking functionality in almost every Windows application.

Given my solution, have you looked at all the software that you have running in the background? Check the shortcut settings for each?
Have you tried running in Safe Mode? When I did that CTRL+SHIFT+S worked so it told me that something was loading in 'normal' Windows to cause the problem.

Regarding the problem with Ctrl+Shift+0 (using the alphanumeric key on a French keyboard) I'm not alone having this one, it's a quite long story. Last year Pierre confirmed it could be related to the Qt Framework and recently I found a workaround, something that may help pointing the root cause.
