Insert a hyperlinked url on an image: Is it possible?

Would it be possible to create a resource to insert a hyperlinked text on an image? With an url, for instance?

You mean something like a QR code?

No; a text that can be clicked on so one can open its page on Internet.

What image format could support an image containing a clickable hyperlink, any formats other than HTML?

In effect a webpage? Or quite possibly an office software file or a PDF file, so one of those might be easiest to create?
