Convert images to a specific PDF version

I would like to convert an image (such as JPEG or TIFF) into a specific PDF format. How can I configure the PDF type e.g. PDF/A-1 or PDF version e.g. 1.6 with XnConvert?

XnView software uses Artifex software to save to PDF which does not support selection of the PDF version to which files are saved.

LibreOffice Draw can save opened images to PDF/A, so that might be one option in the absence of a better solution.
