Mini Toolbar - not showing 2 lines

Hello, I was excited to see the update 1.8.8 windows saying mini toolbar was always on 2 lines. Unfortunately it is not working for me. The mini toolbar is on 1 line and the icons are super tiny. How can I get it to always show 2 lines?

please check Hidden settings
