This issue was introduced with 1.8.8 - presumably `3572: [Bug] Some issues with 'no titlebar'`
EDIT - duplicated and expanded issues viewtopic.php?t=49103
1. open XnView and maximise
2. `View... Titlebar` - remove check
3. the entire application window shifts up so that the system toolbar (File, Edit, View, etc.) is partially off screen, cutting off the top of the letters
4. also, the bottom of the window is shifted up as well so that the app is no longer maximised
5. there is now no way to grab the app and reposition to correct the above
6. I can SHIFT+RIGHT CLICK on the Windows task bar to bring up a `Maximise` option, but many users would not know about this option

Could be my settings? Could be my monitor (3840x2160 @ 150% scale)?
I've attached my settings.

I can also replicate the issue with these steps:
1. `View... Titlebar` already unchecked
2. open image to Viewer mode
3. F11 to fullscreen
4. ESC to exit fullscreen back to Viewer mode
5. titlebar now reappears
