Viewing and editiing moving pictures

Hello,

I'm almost certain this has been asked before, but I'm not exactly sure what to search for, so I couldn’t find anything.

On my Samsung phone, I use a feature that captures moving photos — meaning it includes about a second before the actual shot, creating a kind of short video, even though the final result is a JPG.

Now I have two questions:

Can these motion photos be viewed in XNView?

How can I prevent this motion feature from being lost when I rotate the image using XNView?

Thank you for pointing out the dependency.
But to me, this means that there's been an open request for four years, and either hardly anyone is interested, or no one knows how to implement it and I need another tool.
