Dual monitors with same resolution but different scale has erratic behavior

I was trying to play two windowed slideshows on my second monitor side by side and could not get them to start on that monitor although I was able to get the program to launch on the second monitor. Trying to drag the windows will behave erratically and dance all over the place and teleport at random. I finally figured out it was because the second monitor was set to 125% scale and the first monitor was at 100%. Once i put the second monitor on 100% the issue stopped. This is on Windows 11 with the dual monitor full screen option enabled in settings.
