Allow scrolling/panning of images beyond image borders /when all of the image is visible

Right now, in the viewer, both browser and full screen, it seems like we can't scroll/pan beyond the image borders, and if all of the image is visible, we can't move it at all and it is centered.
I'd like to have the option to "unlock" that so I can pan the image freely.

+1 from me as well.

In all reality, the edges of an image should never fuse with the edges of the window it's displayed in, because that affects how the image is perceived in the mind's eye and limits its manipulation within the software.

Moreover, I would tie this request to those made by me and others for a "fit image to window" choice that maintains negative space around the image:

Add possibility for "padding" around the image
Auto image size - Fit image with an offset
(There may be others.)

For example, nearly all serious post-processing software does exactly that: they maintain a margin around the totality of the image when "fitted to the window," and, to tie back into Herbert's suggestion, scrolling/panning is always unlimited, regardless of the size of the image in the window.

Everything is, of course, better as an option, but indeed the user should always be able to "free the edges," so to speak.
