Why does this software always keep one tab open?

Why does this software always keep one tab open? Even when the user manually closes all tabs, the next time they open another image, a tab for a previously opened image still appears. And if the user doesn’t manually close them, the tabs keep accumulating. Why can’t it be designed so that closing the software window is equivalent to closing all tabs and when there’s only one tab, closing the window should directly close that tab as well?

My recommendation is that tabs should serve only a single browsing session and should not carry over to the next. By “single session” I mean the period from when the user opens the app until the moment it is fully closed. If the app is reopened later for a different image, that’s a new session. I don’t want to be greeted by a pile of tabs left over from the last visit that offer no help for the current task; if I don’t close them manually, they’ll just keep multiplying as I continue to use the software.
