Dialog: Properties / Categories: Enable changing checks

When an image is shown I can pop up its Properties' dialog.

When activating its Categories tab the categories are shown
the same way as in category filter pane.
There are check box (not-grayed),
but nevertheless you cannot set/ unset the checkboxes.

I don't see any reason for that restriction.

Please make the check boxes working.
