I just downloaded XnView MP Software 64Bit for Window-11 PC Desktop.
All files were extracted, however there is no application Icon to open / start the program.
I don't know if I did something wrong or if the program has a bug.
I can see all the downloaded file on my PC, but I don't know if any one of the downloaded files need to be "OPENED" to start the application.
Can anyone resolve this issue.

Downloaded from where? Extracted how?
If those steps had gone correctly, the application would be there.
You should download from here:
https://www.xnview.com/en/xnview-mp/
If you download the “Zip Win 64bit” version and extract it, then there will be an xnviewmp.exe file you can double click to launch. Or download the “Setup Win 64bit” installer version, run it, and it will install in the normal way.
