EXIF Orientation Different Between XnView Classic and Windows Photos

A few weeks ago, I started scanning old family photo albums with a flatbed scanner. I scan everything at 600 DPI, then use XnView Classic to quickly rotate, crop, and sort the images before archiving them. It has been working great until I noticed something odd. Some portrait photos are displayed with the correct orientation in Windows Photos, but when I open the same files in XnView Classic, they appear sideways. If I rotate them in XnView and save, they then become sideways in Windows Photos instead. It feels like one program is reading the EXIF orientation while the other is saving the image differently. I'm trying to keep the original image quality, so I don't want to keep rotating and resaving files if I don't have to. Is there a setting in XnView Classic to automatically respect the EXIF orientation without permanently modifying the image? Or is there a recommended workflow when organizing large batches of scanned photos?
