Metadata > Edit IPTC/XMP...: move Options tab to first position

In both Metadata > Edit IPTC... and Metadata > Edit XMP..., it would be much more logical to put the Options tab in the first (left-most) position.

The entire workings of those two dialogs is dependent on the choices made in the Options tab, so, that really should be the first thing presented to the user.

I doubt that, since these are settings you don't change every time you use these dialogs

Bu they do need to be at least verified every time they are used.

The use case is, of course, when the dialogs are being used to put information into more than one image. In that setting, I do find that I'm changing the options relatively frequently—and indeed verifying them every single time.

This could take other forms as well. For example, one could do away with the Options tab completely, and instead integrate the choices there into a toolbar sitting above the tabs in the main interface.

But, yes, even if the user isn't changing them, those settings do dictate how the dialog is going to act; they lie upstream of everything else functionally, and thus should appear upstream of everything else, in one form or another.
