At Metadata > Edit XMP... > Description > Rating, the user can currently assign 1, 2, 3, 4, or 5 stars.
This item should include zero stars also.
First, this change would make the Edit XMP function coherent with Metadata > Rating, where the zero-start choice is available.
But the real use case here is that a user may wish to re-rate, say, a 1-star image down to a zero-star image, while simultaneously entering other information on the Edit XMP function.
Thus, for consistency and practicality, Metadata > Edit XMP... > Description > Rating should comprise a choice of zero stars.

Ha! I'm a bit of an idiot. That's good to know.
Nonetheless, I'll stick with my argument that the choice of zero stars needs to be present everywhere where ratings can be set.
First of all, just to avoid exactly such confusion as above, but especially this ties in to the fact that ratings labels can now be customized by the user, and would become particularly vivid if your suggestion of reworking Special Items should ever come to be (as it should).
Zero stars, even under its default moniker of "No rating" ("Unrated"?), is already semantic: it's providing actionable information about the image. But because the user can now change the label (mine says "Successful snapshot" for example), that has become even more so. Thus, everywhere they appear, the zero star choice should be present, along with the others. You don't give a child a box of six crayons with only five in it. And, moreover, combining all of that together, this is why zero stars (default No rating but now whatever the user wants) should be grouped in "Rating" in the Catalog Filter, and not in "Special Items," as you have very-correctly suggested.
I think the following may be difficult due to how XMP data works (but I know nothing about that), but I would even go so far as saying that No rating and a zero-star rating should be two separate things: "No rating" when the user has never made a choice for an image, "Zero stars" when the user makes a conscious choice to assign that value to an image. But, yeah, I think that's probably a pipe dream of mine.

- it does not matter how Unrated state is named

thumbnails, preview, edit xmp do not require Unrated option to be visible and having 6 controls for 5 starts is just annoying
check this thread or almost any other app

True, but that doesn't change the issue:
[Hypothetical true unrated] = information on the image, no matter the actual label
0-star = information on the image, no matter the actual label
1-star = information on the image, no matter the actual label
2-star = information on the image, no matter the actual label
3-star = information on the image, no matter the actual label
4-star = information on the image, no matter the actual label
5-star = information on the image, no matter the actual label
If the user is able to assign any one of these pieces of information to the image, they should be able to assign any of them, without having to change functionality, and in a clear, complete and easy way (no need to discover unindicated ways of getting things done), as they can with, e.g. Metadata > Set Rating.
The suite of information, from [unrated]/0 to 5 stars, constitutes a coherent whole. Thus they should always be presented together.

Six places instead of five... I don't think that's a gigantic hurdle. The fact that other apps don't use six places is convention, nothing more. As long as there is a clear differentiation for the icons, there's nothing forbidding it.
Thumbnails in XnView MP are still using just the colored star; a zero star is currently indicated with nothing, which is fine. If your idea of having a row for stars should come to be, zero stars could be represented exactly as it is in the preview, with just the line of dots.
In the hypothetical event of a differentiated unrated state, this latter would take the above, and zero stars could be, say, a grey star with a line through it.
In theory, there are no insurmountable obstacles here (Pierre will tell us if there are in reality), only a question on what would best suit the greatest number of users. I do hope others will sound in, since such a change does have a subjective aspect to it.
