There is no built-in way to display text labels for all the toolbar icons for the built-in commands.
But you can set custom toolbar icons through the Settings:Interface:Toolbar dialog (Set Icon button), or you can edit the image files for the predefined toolbar icons, which are in the UI subdirectory under the installation directory.
By editing or creating custom icon images, you can include text on them if you want.
