2 Problems with XnView

Hello, i have 2 problems with XnView, maybe someone can help me.

1.
For exemple: I have a picture 10x10px, i can not cut out a partial witch is under 3px! So i can not save a 2x2px image witch was cut out from the original 10x10px.


2.
I need to create a image with 10x1500px, i cut this out from a big image 1600x1200...all seams to work ok, but after i save my cuted image (10x1500px) i can see only a image 10x10px and this is full of frames!
I don't need frames, i need a single image 10x1500px

Can someone help me?

What do you means by full of frames??? After the cut, the picture good?
Which format do you use to save?
