Pentax RAW plugin available?

Is there a chance of writing a plugin that can display Pentax *ISTD digital SLR .PEF (raw) files?

On the pentax site:

There is a link to an Adobe Photoshop .8ba plugin. Could this plugin be made to work in XnView?
