Not quite sure what you mean. Could you explain your question/problem in more detail, please?

If you want to look XnView more like "Windows XP", you can use the following settings to get XP style menus and a skin that fits nicely to XP:

1.) Select "Tools->Options"
2.) In the Options dialog select category "Misc."
3.) Mark the checkbox "Use XP style" menus
4.) In the options dialog switch to category "Toolbar->Skins" (Click on [+] or double-click on "Toolbar" to open part of the tree of categories)
5.) Select skin "Phoenity small", "Phoenity", or "XP" (whichever you prefer)
6.) Confirm the options dialog with "OK"

Don't quite understand your question:
There is no standard format for skins and each software (ICQ, WinAmp, XnView, ...) has its own format and can be used for the specific software only.

For XnView the toolbar skins available are all included in the XnView packages. In the previous post it's described how you choose a specific skin.

If you want to create your own skin, just have a look into <XnView program dir>\skins and you'll find the graphics and infos to build one, there. The skins are all box-standard bitmaps (*.bmp).

We are interested to include more toolbar skins into XnView, if you have a designed a nice one, and have the licence rights for it, let us know...
