Changing timestamps doesn't refresh folder?

Changing timestamps doesn't refresh folder?

How come changing timestamps doesn't refresh / resort folder? Is there a way to have it automatically refresh folder after changing timestamps for files? Thanks.

F5, like explorer, or ctrl-R, like netscape.
