Minimizing image file sizes for black and white images.

I'm not sure if this is the right forum for this question. I am a new forum member so any help would be appreciated. I am trying to reduce the file size of JPG files. I have 2000 document pages (both printing and writing) which are black writing on a white background. They were scanned using a color scanner which produced JPG files. I want to minimize the size of the files. Quality has to be acceptable but nothing like what would be required for color photographs. I thought that converting to black and white would reduce the sizes, but they actually increased. Reducing the JPG quality when writing the files works but at the lowest quality significant noise is produced which would seem to cause additional file size. Multiple transformations and/or changing to formats other than JPG would be OK. Note: I don't understand much about different formats or about compression schemes. Any suggestions or tips would be appreciated. :? :? :?
