"Tag" to top of list?

People with no need for categories (or who often keep tree pane hidden) might still be interested in remembered tags. Because of this, I think 'Tag' should be atop list for easier discovery. When using layout #3, a minumum amount of space could then be devoted to tree pane and it would remain usable without scrolling.

I also think that this menu item is useful. Perhaps the label could be changed from "Show tagged files" to "Show all tagged files".

@Pierre: Make sure that you inform the translators about this new string.
