change the shortcut key?

I often capture the screen and I like to use "ctrl+v" to paste to the xnview instead of "ctrl+shift+v" because most of time "ctrl+shift+anykey" is more shortcut for windows services default, such as "language input method". Moreover, ctrl is easier than holding ctrl+shift.

is there any way I can change the shortcut key. thanks!
